There is a vicious domain-dependence of expertise: the electrician, dentist, scholar of Portuguese irregular verbs, assistant colonoscopist, London cabby, and algebraic geometer are experts (plus or minus some local variations), while the journalist, State Department bureaucrat, clinical psychologist, management theorist, publishing executive, and macroeconomist are not.
