I no longer believed that engagement between our two countries was enough. I started to consider an alternative theory: only democratic change inside the Soviet Union would allow our two governments and our two societies to come closer together. That possibility seemed very remote in the winter of 1985, but a little less remote after Mikhail Gorbachev emerged on the scene.
