The Schedules of Unused Material that were supposed to be drawn up by the police were ‘wholly inadequate’ in 22 per cent of cases. The CPS was failing to pull the police up on these obvious failures, and 33 per cent of CPS files examined by the inspectors were marked ‘poor’.
