referees pay great attention to spit and polish—whether a paper covers every possible ambiguity and detail. They show a distinct preference for papers that demonstrate a command for difficult methods. And referees almost never discuss a work’s long-term potential for substantial social benefit.

We can hardly trust refs to judge methods appropriately. I sure as hell don't want them appraising work based on putative social benefit.
