A country should not tolerate fair-weather friends. There is something offensive in having a nationality without skin in the game, just to travel and pass borders, without the downside that comes with the passport.
Countries should compete for global citizenship, regardless of where people choose to reside. Barring completely lopsided incentives that make citizens costly for the state, any taxation and economic growth is better than none
