Calling Cyrus the Lord’s “anointed” is Isaiah’s way of saying that Cyrus, the only non-Israelite in the Old Testament who is called a “messiah,” did what he did because it was the God of Israel who anointed him, endowed him with the authority to reign, and who saw to it that Cyrus would allow Israel to return home from exile.
