Charles Murray's study of these phenomena in his book Losing Ground provides persuasive evidence that these social problems owe a great deal to mistaken and misdirected governmental policies.2 Personally, I would add another misdirected governmental policy, which he does not consider, that I believe played a key role in the breakdown of social and cultural values—though by a rather indirect route—namely, military conscription. But that is an argument for a different day.
