First, it should be clear why the question of whether or not there has been a “return to the state” in the present crisis is misleading: the role of the government is greater than ever. In order to fully appreciate the state’s role in economic and social life, other indicators of course need to be considered. The state also intervenes by setting rules, not just by collecting taxes to pay its expenses.
