Nilekani had consistently told every audience, including the Cabinet Committee on UIDAI, that there would be no cards. The official printout with the unique number, reaching each successful applicant through India Post, would suffice. Yet, systemic pressure for a card had been mounting from both the bureaucracy and politicians.
