UIDAI paid the states Rs 50 per issue of number, regardless of what the states paid. Many states issued RFPs and got enrolment done at lower costs. That raised the question of what would be done to settle the accounts. It was eventually decided that the states would set up permanent enrolment centres and information centres with the money.
