This rhetorical phrase has been the sole problem with every aspect of all govt schemes

it is the most appropriate comment to define what government has been over the ages though not undermining the some exceptional innovative taken by ours.

It is, indeed, only in India that a project which involved registration of 100 million persons could be called a pilot project.
