The reason Pisidian Antioch was thought of as “New Rome” had to do with its recent colonial history. The civil wars that had scarred the Roman world after the death of Julius Caesar in 44 BC had left tens of thousands of military veterans in Greece, Turkey, and elsewhere. Many of them would in any case have been from countries other than Italy in the first place, but all of them, having signed on for active service, would expect to be rewarded.
