In 2008, US senator Patrick Leahy was stopped while on the I-95 in Vermont, 75 miles from the border, ordered out of his vehicle, and forced to produce identification. When he asked under what authority the agent was operating, the agent patted his gun and said, “That’s all the authority I need.”11
