Since sex workers who end up in the court system have complex needs and often traumatic histories, any rehabilitative effort should be long-term and anticipate setbacks and temporary program failures. Little of this is done in practice. Most programs have a very limited range of services including shelter referrals (not permanent housing), job training (not jobs), and outpatient mental health and drug treatment.
