In August of 2015 the ACLU filed a federal lawsuit against a Kentucky sheriff’s deputy for handcuffing two disabled students, an eight-year-old boy and a nine-year-old girl, for minor disorderly behavior related to their disabilities. The children were so small that the officer handcuffed their biceps, further traumatizing them. The handcuffing of the boy was caught on tape.
