Some religious-based service providers and even secular nonprofits continue to rely on a personal-responsibility model that blames homeless people, directly or indirectly, for their condition and demands that they demonstrate a willingness to abide by certain moral codes before receiving services. These codes can be especially restrictive and even discriminatory toward LGBTQ people.
