This system of being “on the take” remained standard procedure in many major departments until the 1970s, when resistance emerged in the form of whistleblowers like Frank Serpico. Corruption remains an issue, especially in relation to drugs and sex work, but tends to be more isolated, less systemic, and subject to some internal disciplinary controls, as liberal reformers have worked to shore up police legitimacy.
