In 2014, then–Governor Rick Perry ordered the Texas National Guard to the border at a cost of $12 million a month to “enforce state law.”38 This involved thousands of heavily armed troops, with little or no civilian law enforcement training, in domestic law-enforcement operations. This seems to contravene the spirit, if not the letter, of the Posse Comitatus Act, which outlaws the use of the military for domestic law enforcement.
