SWAT teams have become the primary consumers of militarized weaponry and tactics.55 These heavily armed teams are almost never used for their original purpose of dealing with hostage situations or barricaded suspects. Instead, their function is now to serve warrants, back up low-level buy-and-bust drug operations, and patrol high-crime areas.
