The close working relationship between police and prosecutors, normally an asset in homicide investigations, becomes a fundamental conflict of interest in all but the most straightforward cases. As a result, prosecutors are often reluctant to pursue such cases aggressively. Furthermore, because DAs are usually elected, they are often reluctant to be seen as inhibiting the police, since the public sees district attorneys as defenders of law and order.
