In March of 2016, the Washington Post reported on the use of warrants based on “officer training and experience” to justify searches.35 In most of the cases this was based on the police obtaining an address off an old arrest for drugs and then raiding the house in hopes of finding more. They found that 14 percent of all warrants served in DC had this quality and that 99 percent of them were served on African Americans.
