If the Congress as a whole can undergo this transformation, it would be the best course. Failing that a new party will have to be formed within the Congress, composed of all radical elements. Non-cooperation cannot be given up but the form of non-cooperation will have to be changed into a more militant one and the fight for freedom to be waged on all fronts.’3
