Smith had been Harry Byrd’s alter ego in the U.S. House of Representatives. He had led the fight against the Wagner Act, “bottled up” the Fair Labor Standards Act, helped defeat President Harry Truman’s push for national health care, and tried to sink the Civil Rights Act.
