In 1973, Bob Kahn and Vint Cerf realized that the right way to solve the interoperability problem was to take the intelligence out of the network and to make the network endpoints responsible for reassembling the packets and requesting retransmission if any packets had been lost. Seemingly paradoxically, they had figured out that the best way to make the network more reliable was to have it do less.
