Even before the Weathermen convinced themselves they were American Vietcong, officials at the FBI, CIA, and military intelligence agencies, as well as in urban police departments, convinced themselves that antiwar protesters and campus lefties in general were dangerous militants, and they expanded secret programs to spy on, infiltrate, and besmirch their organizations.
