A democracy cannot easily jump into war without preparing its people and gaining their co-operation. Even an authoritarian state has to prepare the ground. But whatever the reason or justification may be, it is clear that whenever a crisis has occurred, national considerations, or what were considered to be such, have been paramount and all others, which did not fit in with them, have been swept away.
