If planning is largely controlled by big industrialists, it will naturally be envisaged within the framework of the system they are used to, and will be essentially based on the profit motive of an acquisitive society. However well-intentioned they might be, and some of them certainly are full of good intentions, it is difficult for them to think on new lines.
