The kind of medium-scale industries that were being started in India, under the prevailing economic system, resulted not in absorbing labour, but in creating more unemployment. While capital accumulated at one end, poverty and unemployment increased at the other. Under a different system, with a stress on big-scale industries absorbing labour, and with planned development this might well have been avoided.
