The system they represented had been built up for another age and with other objectives. Whether it was their army or their civil services, the objective in view was the occupation of India and of suppression of any attempts of the Indian people to free themselves. It was sufficient enough for that purpose, but modern war against a powerful and ruthless adversary was a very different matter, and they found it exceedingly difficult to adapt themselves to it.
