The situation in the country as a whole, and especially in the many provinces where one-man rule now flourished, became progressively more tense. Individual Congressmen were sent to prison for their normal activities; the peasantry cried loudly for relief from the renewed oppression of petty officials and police, who sought favour from their superiors by making all manner of exactions in the name of the war.
