Thus the new provincial governments had, apart from the normal work of administration, to face a mountain of work, the result of years of neglect, and on every side urgent problems faced them. They had to change a police-state into a socially guided state—never an easy job but made much more difficult by the limitation on their power, the poverty of the people, and the divergence of outlook between these provincial governments and the central authority, which was completely autocratic and authoritarian, under the Viceroy.
