Congress passed the Comprehensive Child Development Act of 1971, as part of the Economic Opportunity Amendments. This bill addressed the rising demand for day care as more women went to work. It also promised to improve the educational quality of day care, from early infancy to early adolescence, and would have subsidized care for working mothers and even for some of the middle class.
