One of the ways to translate this Hebrew phrase is “whatever I am, I will be.” Meaning, whatever this God is like, he’s that way consistently. He’s unshifting, stable, 24/7. So, for example, if God is compassionate, then he’s compassionate all the time. If God is gracious, then he’s gracious all the time.
