There is no doubt that Lenin suffered his greatest defeat when, with the outbreak of the civil war, the supreme power that he originally planned to concentrate in the Soviets definitely passed into the hands of the party bureaucracy; but even this development, tragic as it was for the course of the revolution, would not necessarily have led to totalitarianism.
