Only at the end of the nineteenth century, with the rise of imperialism, did the owning classes begin to change their original estimate of the unproductivity of state business. Imperialist expansion, together with the growing perfection of the instruments of violence and the state’s absolute monopoly of them, made the state an interesting business proposition. This meant, of course, that the Jews gradually but automatically lost their exclusive and unique position.
