You think that perfect reform of the church means making the church just as it was in the time of the Apostles, which is neither possible, nor certain, nor fitting. Not possible, because Scripture does not fully describe what form of church government existed in the time of the Apostles, so you are setting up a standard that cannot be known, and thus certainly cannot be practiced.
