The reality is that in most cases democracies don’t want to create democracies. In 1939, US president Franklin Delano Roosevelt famously remarked about Anastasio Somoza García, a brutal Nicaraguan dictator, that, “He’s a son of a bitch, but at least he’s our son of a bitch.” And herein lies the rub. Dictators are cheap to buy.
