So, the Bombay police arrested Savarkar under the Preventive Detention Act — one of the most malignant pieces of legislation with which the British had armed themselves while they ruled India. Savarkar was detained at the Arthur Road Jail in Bombay. The charges framed against Savarkar were ‘acting in a manner prejudicial to the public safety’ and blamed for the anti-Brahmin riots though the riots were sponsored by the Congress.
