The actions taken by Sheridan were detested by the Klan. He ordered mayors in Louisiana and Texas to draw at least half their police officers from former Union soldiers, meaning black veterans would be hired. He also presided over a budding civil rights revolution, starting with the desegregation of New Orleans streetcars.
