Richmond and Petersburg were insufficiently manned by troops and, had Butler acted with dispatch, he might have snared the Confederate capital while Lee was distracted farther north. Some historians believe Butler’s failure to capitalize on this unmatched opportunity may have prolonged the war by nearly a year.
