Aided by Parker, Grant embarked on a Peace Policy with the Indians that was full of high-minded intentions. Outraged by injustices perpetrated against Native Americans, he aimed to clean up a corrupt system of licensed government traders who cheated Indians on their supplies of food, clothing, and shelter and grew indecently wealthy through a veritable sinkhole of graft called the Indian Ring.
