The federal government wasn’t designed by World War II to manage power of the sort it had, and the inclination to use military power as a first response has proven unsustainable. This is not the case where a new policy is needed, but rather a new institutional structure to manage a global interest vastly different from World War II. And in the context of this change, other institutional dimensions, domestic as well as international, will have to shift.
