Americans routinely believe, on average, that more than 25 percent of the national budget is given away as largesse in the form of foreign aid. In reality, that guess is not only wrong, but wildly wrong: foreign aid is a small fraction of the budget, less than three-quarters of 1 percent of the total expenditures of the United States of America.
