the “size and complexity of government” have made it “more difficult for voters with limited knowledge to monitor and evaluate the government’s many activities. The result is a polity in which the people often cannot exercise their sovereignty responsibly and effectively.” More disturbing is that Americans have done little in those intervening decades to remedy the gap between their own knowledge and the level of information required to participate in an advanced democracy.
