Every interest group in the world has plans to reform taxes, and no one person can understand the millions of words of federal, state, local, and agency taxes and fees, or the various glosses on them provided by the lobbying industry. No one person—no one voter or reader—has to. All that has to be appreciated is that the scale of the problem defies any cheap fix and that essentially all taxes must rise for some time.
