One classical text explains that if you tried using a fire to dry up a well, or forced water uphill to irrigate a mountainside, that would be acting contrary to nature and thus would be yu-wei: acting with a definite purpose in mind. When we act in harmony with the way things naturally are, when we “go with the flow,” we attain wu-wei.
