Meanwhile, the problem of the Cabinet Mission’s proposed government remained to be addressed. Both Congress and the League had accepted the plan in principle; the details were yet to be agreed upon. Nehru, newly restored to the presidency of the Congress, chaired a meeting of the (AICC in Bombay at which he rashly interpreted Congress’s acceptance of the plan as meaning that ‘we are not bound by a single thing except that we have decided to go into the Constituent Assembly’.
