Boundaries drawn in colonial times, even if unchanged after independence, still create enormous problems of national unity. We have been reminded of this in Iraq, whose creation from the ruins of the Ottoman empire welded various incompatibilities into a single state. But the issue is much more evident in Africa, where civil conflict along ethnic or regional lines can arise when the challenge of nation building within colonially drawn boundaries becomes insurmountable.
