The second issue with this kind of project flow is that the knowledge you are creating in each phase of work gets lost at each hand-off point. Knowledge is not like a car chassis. It does not roll intact and complete down an assembly line. Instead, it grows and lives inside our heads. It is messy and can never be perfectly transmitted from one person to the next.
