okay i figured this out. YES in q2 there literally just isn't a word the line scans, but this is literally not a workable clause because there isn't a verb.
i googled it and i've got "rein" as being the verb of choice vs in the one quarto i spot checked (q5) i got MASTER, which means the same thing. technically master wouldn't screw up the scansion of the rest of the sentence and i think i've heard this in particular, but i'm guessing rein works better all in all and we've Reached a Decision. not me, lol. i sort of knew but never tried to look for the actual quartos online before love that for me.
also i am FINISHED trying to scan this. i have NEVER been able to scan shakespeare and i literally think that ap latin broke my ability to do scansion at all.
